Impact & Knowledge Management (IKM) Manager

The Impact & Knowledge Management (IKM) Manager will be based in Dakar and will be responsible for coordination of all IKM activities as well as helping to build a results-oriented culture that achieves, measures, and reports meaningful results. He or she will also be responsible for ensuring robust, consistent monitoring, evaluation, research and learning systems are put in place and implemented by staff and partners. The IKM Manager will work closely with MEDA’s headquarters based IKM team. The IKM Manager will provide managerial oversight for the RIZAO Project. As part of the in-country senior management team, the IKM Manager will collaborate closely with other functional managers of the project and contribute to its overall success.

Employment contract for this position is dependent on final approval from the donor, and a tentative start date of February 1st 2024. We are recruiting in anticipation of multi-country rice development initiative that will be implemented in Senegal, Ivory Coast and Togo. The main initiative coordination office is based in Senegal.

Reports To: Managing Director

Key dimensions of the role

  • Project IKM Systems & Processes - 25%
  • Acquire in-depth understanding and knowledge of the project’s Logic Model, Theory of Change and Performance Measurement Framework.
  • Ensure the project’s Performance Measurement Framework (PMF) is an effective and well documented plan that adequately measures progress and accomplishments of the project.
  • Lead the design and development of appropriate and responsive Monitoring & Evaluation (M&E) tools and plans for the collection and management of quality project data.
  • In consultation with the Project Manager (PM), maintain a schedule for monitoring and evaluation activities and ensure all project team members understand and are implementing plans in a timely manner.
  • Support and strengthen the capacity of project team members in analysing and interpreting project data in making programming decisions that lead to meeting projects goals and objectives.
  • Support program teams to document lessons learnt and its incorporation in current and new programs as well as projects.
  • Oversee the preparation of reports including concise narratives and relevant tables and/or graphs that capture progress against indicators and provide both management and donors with accurate and user-friendly information.
  • Support the technical specialist in the design and implementation of assessments, gender analysis, stakeholder analysis, organizational capacity assessments, and other pre-program data collection and analysis.
  • Identify M&E findings that can contribute to donor, government, and MEDA communications, including best practices, lessons learned, trends, etc.
  • Ensure that HQ Technical Specialist have integrated the M&E strategy for their technical area of work in project IKM manuals.
  • Ensure that all project monitoring and evaluation schedules are satisfied and are consistent with and responsive to the donor's framework.
  • Prepare and complete periodic appraisal, monitoring, and evaluation reports to fulfil project requirements.
  • Collect results generated from implementation of M&E plan and consolidate data to allow the comparison of performance of project partners and analyse those results to inform senior project management of gaps or shortcomings in the attainment of project goals.
  • Work with project partners in evaluating gathered data and analysing lessons learned and best practices for subsequent activities.
  • Implement, manage, and refine M&E procedures as necessary; develop support materials and templates for project reporting activities; facilitate relevant training or coordination to assist field and support staff to understand and implement the M&E plan.
  • Assist the PM in compiling monthly, quarterly, and annual reports for onwards submission to MEDA HQ and donor.
  • Implement effective interventions to integrate new data collection, analyses and presentation digital technologies into new and existing projects beyond just applications for M&E and data collection.
  • Supervise the development and publication of quarterly project newsletters.
  • Supervise and oversee and provide technical support and capacity building to our implementing partners in effectively utilizing the MEDA Monitoring, Evaluation, Accountability and Learning system or enhancing their existing systems.
  • Collaborate closely with the consortium lead and pillar aggregators in data collection, sharing, and the review and learning processes to enhance collective decision-making.

Survey Design and Implementation - 20%

  • Lead the design, organization and implementation of project studies/surveys including baseline and annual studies, using appropriate research methodologies and tools.
  • Design and build electronic data collection forms for the effective collection, storage, retrieval, and analysis of data.
  • Lead the analysis and reporting of results from project studies using appropriate data analysis software and visualization tools to provide insights on project’s progress towards its outcomes.
  • Contribute to the design and development of project tools and plans for project evaluation, including mid-line and end-line evaluation studies in collaboration with MEDA HQ IKM Advisor and in consultation with the PM and other project leads.
  • Manage individual consultants as well as consulting firms in case if the surveys are to be performed externally, in terms of guidance in designing tools, provision of relevant documents and data and monitoring their timelines vs. progress.
  • Track and ensure financial disbursements made to IKM consultants and/ or consulting firms are backed by appropriate contracts and supporting documents.

Learning and Knowledge Management - 35%

  • Oversee all the steps of the project learning agenda, from topic selection, development of scope of work and study designs, methodologies, and tools, to findings dissemination and ensure that everything follows MEDA’s guidelines.
  • Collect and analyze lessons learned and best practices from prior and current projects capturing the impact of activities and facilitate their integration into the design of new projects.
  • Leverage lessons learned, best practices, program data, evaluations, and other information to create communication materials for donors, proposal annexes, success stories, case studies, and other high-quality, results-based documents.
  • Coordinate the collection, writing and conduct reviews of beneficiary stories from the field.
  • Support learning-to-action events and reflection sessions aimed at methodically examining data for program-oriented purposes, as well as integrating lessons learned into program design and implementation.
  • Ensure regular review and adapt IKM plans and tools in response to modifications and needs in the field context based on monitoring data and reflection sessions.
  • Establish and sustain transparent, robust accountability systems subject to regular monitoring and assessment.
  • In collaboration with project partners, generate data reports (tables/graphs/reports) from the database at regular intervals, ensuring reports/information are available for program implementation staff as required.
  • Effectively capture, analyse, and respond to client’s feedback through proficient participation of project teams.
  • Ensure that project files and data are properly stored on the project profile on SharePoint and follow all instructions and guidelines on the use of SharePoint.

Capacity Building - 10%

  • Lead M&E capacity development processes including identifying capacity-building needs and providing/facilitating training and other capacity building activities to staff and partners, working with technical advisors and department heads.
  • Devise and manage a MEAL training programme with the goal of increasing capacity and awareness of MEAL for all staff. Assess training needs and engage MEAL team staff to roll-out the training programme.
  • Inculcate a culture of participatory monitoring, of the activities carried out by the KFPs, in collaboration with KFP staff, by visiting and observing their activities at the field level/office level as well as by reviewing their activities’ reports.
  • Liaise with MEDA HQ IKM staff, project staff, project partners and other stakeholders to develop a set of performance indicators and monitoring plans that reflect the project strategy and to ensure the availability of necessary data for project activity areas.
  • Train project staff, partners, and other stakeholders in proper maintenance of the project data, through a database management system, for prompt reporting as and when required.
  • Ensure data quality by holding review meetings with project staff, partners, and other stakeholders periodically.

Line Management - 10%

  • Provide line support and guidance to the IT/Database specialist in ensuring there is an effective database system for storing and managing project data as the foundation for generating appropriate reports to track progress towards achieving project outcomes and results.
  • Provide technical support and capacity building to implementing partners in the utilization of MEDA M&E system or in improving their existing system to generate timely and accurate project data to feed the systems, and to create, capture and share project knowledge.

Skills and Experience

  • A minimum of ten (10) years’ experience in Measurement and Evaluation, and Development Programming including analysis/assessment, developing/implementing strategies, developing tools and conducting training. As well as 3 years of experience in managing a unit of at least two staff.
  • Discipline / Specialization - University or Masters’ degree in Social Science, International Development, Economic Development, Evaluation, Statistics, Data Science, or related field; equivalency acquired through formal education, work experience and self-learning.
  • Knowledge of major quantitative and qualitative monitoring methodologies and proven ability to design monitoring instrumentation while mainstreaming gender equality and environmental sustainability.
  • Extensive experience with assessment, monitoring & evaluation; information systems including MS Suite (Word, Excel, etc.) products, database and other computerized cloud data storage, statistical data analysis and management programs, and mobile data collection platforms.
  • High level of proficiency in statistical design, methodologies, and software such as SPSS, STATA, R, etc.
  • Experience working directly with target clients (e.g. with small-medium enterprises and entrepreneurs; personally, conducting interviews with rural respondents).
  • Demonstrated project evaluation and report writing expertise in preparing final reports for major donors.
  • Fluent in written and spoken French, English is an asset.
  • Experience working with MasterCard Foundation and previous similar work experience for multi-country projects.
