[Nutrition International](https://nutritionintl.org/) is a global nutrition organisation that has spent more than three decades delivering low-cost, high-impact nutrition interventions to the people who need them most, with a particular focus on women, adolescent girls and children. Headquartered in Ottawa, Canada, and working in more than 60 countries across Africa and Asia, it acts as an expert ally to governments: providing technical assistance, research, advocacy and programme support that strengthens national systems rather than running parallel ones.

Nutrition International is one of the world’s leading suppliers of vitamin A for child supplementation programmes, and a longstanding partner to ministries of health on zinc and oral rehydration salts for the treatment of childhood diarrhoea. Its work is supported by the Government of Canada and other donors.

In Chad, Nutrition International supports the Ministry of Health to deliver its Child Survival programme: making sure every eligible child receives two doses of vitamin A supplementation each year, and prepositioning zinc and low-osmolarity ORS in line with WHO treatment protocols. The programme has run for more than five years, has a strong relationship with the Ministry and a satisfied donor, and is now preparing to add a diarrhoea treatment component from 2027.

## Key dimensions of the role

The Project Director is Nutrition International’s lead representative and focal point in Chad. The role is accountable for delivering the Child Survival programme with the Ministry of Health — biannual vitamin A supplementation campaigns, post-event coverage surveys, and the prepositioning of zinc and low osmolarity ORS — and for leading a small in-country team, managing the programme budget and donor reporting, and keeping Nutrition International’s country operations compliant with local legal, financial and security requirements.

Chadian nationals, both in Chad and in the diaspora, are strongly encouraged to apply. Deep understanding of Chad’s health system, institutions and communities is a real advantage in this role.

Three things define the job, and a candidate should test themselves against all three:

- Delivery, not design. Coverage depends on every campaign round landing on time and at quality. The Project Director uses post-event coverage survey data to spot gaps early and make corrections before the next round — detail and follow-through matter as much as vision.
- Ownership, not imposition. The Ministry of Health relationship is strong and must be maintained, not rebuilt. The role is about helping government lead — creating ownership of decisions rather than imposing technically sound answers from outside.
- Readiness for what comes next. A diarrhoea treatment component (zinc and LO-ORS) is planned for 2027. The Project Director will prepare the programme, the team and government partners so that it launches smoothly alongside vitamin A  delivery.

What the first 12–18 months are likely to involve:

- Getting to know the team, and counterparts in the Ministry of Health’s Nutrition, Immunisation and IMCI departments, as well as WHO and UNICEF, and forming a clear view of what is working well.
- Leading the next vitamin A supplementation rounds and the post-event coverage surveys that follow, and making sure findings translate into corrective action.
- Building the country team and setting clear roles and performance expectations for the three Senior Programme Officers.
- Planning, costing and building government ownership of the 2027 diarrhoea treatment component.
- Keeping budgets, expenditure forecasts, donor reporting, compliance and security risk management current and on track.

## Main responsibilities

1\. External Relations and Representation

- Lead Nutrition International’s representation in Chad, building strong relationships with national and sub national government, donors, UN agencies, NGOs, the private sector, academia and communities.
- Position Nutrition International as a key actor in nutrition and public health, including through national task forces, alliances and conferences.
- Engage in advocacy, directly and with partners, to influence government policy and partner investment in nutrition.
- Harmonise Nutrition International’s work with other partners and actively support government leadership and ownership.
- Identify opportunities to leverage and mobilise additional resources to expand Nutrition International’s work in Chad.

2\. Programme Management and Delivery

- Be accountable for achieving agreed results, programme quality and disbursement targets within agreed timelines.
- Manage the performance of partners and sub-contractors against agreements, negotiating corrective action where needed and assessing value for money.
- Monitor progress against workplans and performance frameworks, account for variances and prepare reports for donors and stakeholders.
- Convene and participate in programme review and steering meetings with government and partners, and negotiate adjustments to plans and budgets.
- Ensure vitamin A programming mainstreams gender equality in line with Nutrition International’s global strategy, including Sex and Gender Based Analysis.

3\. Financial Management

- Working with the administrative support partner, ensure country resources are managed in line with Nutrition International policies and within approved budgets.
- Guide the team in costing, budgeting, expenditure forecasting, variance analysis and value-for-money reporting for donor purposes.

4\. Team Leadership and Country Operations

- Lead and develop the country team of three Senior Programme Officers and a Project Officer.
- Manage country operations, including ongoing compliance with legal and financial regulations in Chad.
- Keep Nutrition International staff informed of progress and ensure contributions are recognised.

5\. Safety, Security and Duty of Care

- Own or co-own security risk assessments and context-specific management plans, keeping them current and communicated to staff.
- Integrate safety and security considerations into programme design, budgeting, staffing and partner selection, and coordinate with peer organisations on shared security awareness.
- Uphold Nutrition International’s safeguarding standards and code of conduct across the team and partners.

## Skills and experience

Essential

- Master’s degree in public health, nutrition, international development, management or a related field.
- At least 10 years of programme or project management experience in public health, nutrition, international development or a related field.
- A public health or nutrition background.
- Professional fluency in both English and French.
- Demonstrable negotiation and stakeholder-navigation skills, particularly with government.
- Knowledge of Chad; one to two years of in-country exposure is acceptable.
- Strong delivery discipline and attention to detail, with a track record of using data to drive corrective action.
- Experience managing complex budgets and diverse teams in progressively senior roles.
- Clear commitment to safeguarding and to organisational codes of conduct.

Desirable

- Previous experience as a Country Manager, Country Director or Project Director (or equivalent) with an international organisation or NGO.
- Experience delivering results on large, complex donor-funded programmes, including those supported by USAID or other bilateral and multilateral donors.
- Experience navigating government ministries and international partners, including WHO and UNICEF.
- Experience elsewhere in the Sahel or the wider region — for example Nigeria, Mali, Burkina Faso, Cameroon or the Republic of Congo.
- Chadian nationals are strongly encouraged to apply, including Chadian professionals who have built their careers abroad and are ready to return home.
- Fluency in one or more local languages of Chad.
- Postgraduate certification in project management, or a certificate in research or monitoring and evaluation.

Measures of Success

- Vitamin A supplementation coverage maintained or improved across both annual rounds.
- Post-event coverage surveys completed on time, with findings acted on before the next round.
- The Ministry of Health relationship remains strong, with visible government leadership and ownership of the programme.
- A smooth, well-prepared launch of the diarrhoea treatment component in 2027.
- A fully staffed, well-performing country team.
- Budgets, forecasts and donor reports delivered accurately and on time, with effective management of compliance, safeguarding, and security risks.
